From your question, I’m thinking that you are rather new to the world of sewing and quilting. Since making a queen-sized quilt is quite an undertaking not only in skill but in time, I suggest you find a quilt or bedspread in a store and enhance it with some fabric paint and iron-on designs. You could use the fabric paint to outline the designs already on the quilt/spread. There are as many different kinds and colors of fabric paint as there are ideas for enhancing the quilt/spread.
As to the cost of this, by the time you add the cost of the fabric, batting and backer fabric, thread, quilting thread and edging, the cost will be comparable to purchasing one already made. You don’t have to purchase the most expensive one in the store, just get one that has designs on it that you can enhance with fabric paint. Some of the fabric paint even has glitter in it and some of it is metallic.
I think your idea is wonderful to make this for your mother for her b-day. But you need to keep your idea within the boundaries of your experience and the time you have to put into it before her b-day is here.
Good luck with this and if I can help you further, please e-mail me.
